Slate can potentially cover this case, but not out of the box. What I mean is that this will require some scripting to be done, so that at the specific timings you need (for example after each dialogue), you will need to pause the cutscene and then resume it when the player clicks a button. This is quite easy to be achieved with events and a small bit of coding.
One thing to note though, is that the cutscene can only be paused/resumed as a whole. So if the cutscene is also playing back animations for the characters, animations will also be paused. It is impossible for cutscene controlled animations to continue playing while the cutscene is paused for example.
With that said, I am already looking at providing solutions for creating interactive cutscenes without the need of scripting in a future version, but once again, right now a bit of scripting will be required for this.
