if you put a target transform into a final IK LookAt clip, the character will look at the transform just for the first frame and write keyframes into the curves. It is not possible to animate the LookAt target transform.
The target transform put into the LookAt clip, and all of the other similar ones, where it’s used as a target position, can be animated directly within the clip by the handles that show in the scene view.
So basicaly, if you want to animate the target transform set there, you can do so directly without adding another track for example.

I would suggest that a set target transform without any curves workes just like that.
I used the director camera as a target and in the first frame my character looks into the camera, but after that, it tries to look at the position where the camera was when the lookat-clip started.
So, in the new version there is now an option to animate or not, the transform attached. By default is not, which will result in exactly what you initially expected.
